Bengaluru Citizens with 1.5 Lac Complaints on Publiceye Have Actively Supported the Bengaluru Traffi

BENGALURU, India, February 20, 2020 – Citizens in Bengaluru have shared 1,52,172 complaints on the Public Eye App in 2019. Active Bengalureans are contributing towards making Bengaluru roads safer for citizens.

Publiceye was launched in September 2015, jointly by Bengaluru Traffic Police(BTP) and Janaagraha Centre for Citizenship Democracy. Publiceye allows citizens to click pictures of traffic violations and report the same to the Traffic Police. If the violation is found to be valid upon appropriate checks by the police, the violator is penalized according to the prescribed fines. For the violation to be considered valid the key criteria is the vehicle registration number and the violation committed should be visible in the complaint. For example the No parking board should be visible in the complaint which captures a no parking violation. If the complaint does not meet the required parameters to ensure its validity, then it will be rejected by the police. There are 13 categories of violations listed on the Publiceye for citizens to report. Additional information on PublicEye is available in the FAQ section of the App.

From the time of its launch, Publiceye has aggregated a total of 1,26,099 app downloads with 24,222 active users and a total of 3,28,441 complaints, out of which 2,27,391 complaints have been effectively resolved in the last 4 years.

Publiceye has recorded a steady growth in the number of users and resolutions since its launch. 2019 recorded the highest complaint upload with a 150% increase in reporting of violation in comparison to 2018, with a resolution rate of 72%. This is a 10% increase in resolution rate from the 63% resolution accomplished for 60,738 complaints posted on Publiceye in 2018.

Riding without Helmet, No Parking and Parking on the Footpath constitute 55.3% of the total complaints that are reported on the Publiceye

“Publiceye is the only citizen friendly app for traffic violations. The app effectively captures traffic violations and actively supports Bengaluru Traffic Police. Data highlights that the average complaints posted every day on the Publiceye has seen a steady rise over the years. This is a clear testimony to a rise in active citizenship. While in 2018 the daily average of was 166, in 2019 the daily average has reached 417 complaints per day,” said Dr.B.R. Ravikanthe Gowda, IPS Joint Commissioner of Police (Traffic). “Quick resolution of complaints by the police is encouraging citizens to become more vigilant and report violations. In addition Publiceye now has more user friendly features. For instance simultaneous multiple violations can be reported through one picture, making it convenient for citizens to report violations”.

 “The easy interface of Publiceye encourages citizens to report violations. The citizen has to just  follow three steps - ‘Aim’, ‘Click’ and ‘Send’ and the violation gets recorded. The Bengaluru Traffic Police go through each complaint and if the violation and the vehicle registration details are captured clearly, the violator is booked, “said Ms. Sapna Karim, Head, Civic Participation, Janaagraha.

Over the years BTP has strengthened its team that manages Publiceye complaints. It currently has four members who manage the complaints. This has helped significantly increase resolution.

Ward wise Distribution of Complaints

The maximum complaints were reported from the Shantala Nagara area. A total of 14,092 complaints have been recorded from 2015 to 2019. ‘Riding without helmet’ is the category under which most of the complaints are reported from this ward. Bellanduru which features second in the list has 11,504 complaints recorded and the maximum complaints recorded are for ‘One Way/No Entry’. Koramangala features third with 10,293 complaints and ‘Riding without helmet’ is the most common complaint reported.
